Nature of Work
This is advanced professional, administrative and operational management of activities within the Mobile GR & Parking Services Department. Work includes direct administrative support to the Department Director, management and supervision of the daily operations of the department office, budget coordination and development, contract management, supply procurement and management, and preparation of various documents, presentations, and reports, as assigned. Work is performed with considerable latitude for independent decision making under the managerial direction of the Mobile GR Director and is reviewed through conferences, reports and an analysis of results obtained.
Examples of Work
Establishes policies and procedures; reviews operations for efficiency, safety and compliance with City policies and makes changes as deemed necessary to improve operations; resolves difficult or unusual operational, technical, personnel or administrative problems and works to assure the various divisions work in support of each other.
Directs and coordinates the operations of the Mobile GR & Parking Services Department employees and advances the concepts and goals established.
Plans, organizes, and coordinates the work of subordinate professional, clerical, technical, and operational support employees; assigns work and priorities; interviews trains, counsels, and evaluates employees; resolves personnel issues; sets office performance standards and measures outcomes.
Represents the department in public forums and intergovernmental activities as assigned.
Manages large projects undertaken by the Department and manages the work of administrative project teams.
Prepares documents and reports of a unique or specialized nature; conducts research; maintains data and necessary records; assists with presentations and tours; provides trend analysis, graphs, and charts as assigned.
Reviews activities with Mobile GR Director; participates in development of city policies and procedures; participates in development of plans, ordinances, codes, laws, and regulations affecting areas of responsibility. Provides guidance to the department in the absence of the Director.
Assists in developing departmental budget and coordinates preparation, submittal and presentation activities. Develops and implements the annual and five-year capital improvement programs. Establishes priorities and oversees the design and budgeting of capital projects.
Conducts long-range cost and feasibility studies; develops plans and oversees the implementation of planned improvements; identifies changing service and capital requirements and develops program and operational alternatives to accommodate them.
Analyzes and recommends solutions to specific transportation planning and demand issues dictated by community needs, including the gathering, analyzing and reporting on pertinent data, policies, and ordinances.
Managing consultant contracts associated with assigned transportation planning, policy studies, and transportation systems, including drafting and administering requests for proposals. Prepares, negotiates and monitors conformance with inter-agency agreements for transportation.
Manages and participates in technically complex, difficult and sensitive interdisciplinary transportation projects; develops work plans, schedules and budgets; coordinates, assigns and reviews work products; monitors progress of projects.
Recommends, implements and reviews subordinate staff's development of measures to mitigate the impacts of the transportation, construction and special event plans on the City's transportation network.
Supervises and trains staff and/or serves as a technical expert for complex transportation studies; provides technical and policy guidance to staff and/or to department personnel, other departments and agencies.
Requirements of Work
Knowledge of:
Modern transportation and business principles, methods, practices and materials in managing, engineering, operating and maintaining transportation systems performed at the management level.
Federal, state and local laws, regulations and standards relating to transportation engineering and design.
Applied management, supervisory and training methods and techniques obtained through extensive supervisory experience.
General transportation, including transportation demand management (TDM), on and off-street parking programs, policies and operations, and mutli-modal design.
Skill in:
Leadership, team-building, coaching and mentoring of large and small groups of employees, particularly of field operations staff.
Interpersonal skills necessary to develop and maintain effective and appropriate working relationships.
Performing a variety of duties, often changing from one task to another of a different nature.
Assigning, prioritizing, monitoring, and reviewing work assignments.

Ability to:
To plan, organize/prioritize, coordinate, assign and evaluate the work of all subordinate employees. Organize and conduct engineering surveys and prepare comprehensive reports.
Communicate effectively, both orally and in writing, including development of technical reports. Ability to prepare and make comprehensive presentations.
Establish and maintain effective working relationships with the diverse groups of city employees and officials, public works and community agencies and the general public.
Demonstrate a high degree of leadership and management ability.
Minimum Training and Experience
Bachelor's degree in civil engineering, transportation engineering, public management, public administration or closely related field, master's degree desirable. Five (5) years of experience in a field related to transportation planning, transportation engineering and multimodal design or related management experience, including considerable supervisory experience; or any equivalent combination of training and experience.
Other Necessary Qualifications
Possession of a valid Michigan driver's license.
Registration as a Professional Engineer and as a Professional Transportation Operations Engineer is desirable.
